New saved searches UI

Adds new saved searches UI and removes the old UI. Saved searches are now accessed via the user and organization areas, and each saved search has a dedicated page to manage its settings.

It roughly follows the designs in https://sketch.cloud/s/KEDdK/OmM5PZ8/play.
