executor: re-separate registry + executor node-exporter dashboards

Updates executor's docker registry metrics labels so that the two panel groups in Grafana can be separated out again instead of both showing each other's metrics as well.

Test plan

We will test it on k8s.sgdev.org once it goes live and fixup as necessary. This is safe as we're only dealing with instance metrics
