Create a distribution of prometheus Docker image that uses the GCP patched binary to ship metrics to managed instances.
We want this image to include all patches and configurations from the main distribution of the prometheus image and differ only in the base image line.
Test Plan
Candidate images have been deployed on select MI and it's working beautifully.
