search: change `repo:description()` predicate to `repo:has.description()`

Per discussion in this thread we are going to try to move toward implementing repo:has.X syntax for predicates. repo:description() was literally just added so changing the syntax for that off the bat.
Test plan
Unit tests, integration tests, visually verify things like predicate decoration.
