Fix flaky repository tags page integration test

This test has been flaky for quite a while (e.g. here). It looks like the input is sometimes focused and sometimes isn't.
Explicitly clicking it to focus and to wait for the .focus-visible class seems to make it more reliable.
Also fixes an issue with the settings editor test.
