[Wildcard Migration] New Tooltip within additional `client/` directories

Branched from #36810 to persist updates to the Tooltip component easily, the diff will be easier to consume after that gets merged.

Migrates uses of data-tooltip to the new Wildcard <Tooltip> component within the directories under client/, excluding search-ui, web, and wildcard.

Test plan

Visual confirmation that replacements still look and behave correctly.
