worker: add Bitbucket Project worker

This adds a worker for Bitbucket Project Permissions. The handler is still empty and most of the code contains hardcoded values that will be handled later (please ignore the TODOs, they will be updated later).

Test plan

Added a unit test to validate the scan is working properly.
