codeintel: surface upload audit logs in graphql and UI for non-deleted uploads

This PR exposes the Audit Log data from RFC 625 in the LSIF uploads page. Currently this is only visible for non-deleted uploads, as deleted uploads' page is currently not viewable (for now).

Storybooks for the new UI have been created, as well as unit tests for database access of the audit logs.
