sg: add a progress bar to 'sg generate'

This is super cool go_generate_progress_bar

Test plan

  • Ran go run ./dev/sg lint go locally to confirm sg lint doesn't break
  • Ran go run ./dev/sg generate locally with --verbose and without it to confirm progress bar works
