dev/sg: remove bitfield/script for sourcegraph/run

Introduces https://github.com/sourcegraph/run so we can start experimenting!

Also fixes the analytics flag to disable analytics in dev builds, and fixes the repo state differ which wasn't including unstaged/uncommitted changes
