Add first high-level test for new reference panel

Not many assertions yet, but this is the basic skeleton (that I also want to clean up in follow-up PRs).

Assertions follow in other PRs.

@umpox added you so you can do a sanity check. Also: I changed the props for the <Blob /> component to be a bit smaller (making them easier to mock). I tested this locally in the web app. Everything still works.
