internal/ratelimit: Increment a counter for errors in Monitor.Update

Follow up to #34165.

Test plan

I ran sg start monitoring and tried to look up the metric src_ratelimit_monitor_update_errors_total but couldn't find it locally. Not sure if I missed something?
