[cloud][CLOUD-311] Collect orgs open beta metadata

As part of CLOUD-311, we need to collect some metadata about how many devs the org has, use cases customers want to cover with sourcegraph, etc. We have decided to temporarily store this data in postgres until we launch the GA, as that was the quickest solution that ticked all the boxes.

Test plan

Planning on unit testing and manually testing this locally.
