Change BExt and IDE CTA copy and download links

This implements the changes of #32287 (closed). The IDE banner is left mostly as-is since we have no way of detecting in the browser which IDE is installed, unfortunatly.

For the browser extension we fall back to a very simple user agent test that works for the browser I have tested with (All latest desktop version of Firefox, Chrome, and Safari).

We also add the browser to the events logged in the BExt CTA so we can know if there is something particularly interesting to optimize later.
