in v3.36 we shipped a new TOS consent UX, but we had some internal miscommunication on this onboarding flow and it didn’t turn out the way we intended. This reverts it.

I've tested/verified this change against the 3.36 branch. Once merged, I will ask Delivery to ship a 3.36.2 patch release from the 3.36 branch.

I will send a second PR to land this same exact change into main.
