batches: Bitbucket Server fork support

This implements Bitbucket Server support for forks. Most of the PR by weight is test data: there are only minor changes to the internal/extsvc type, and a few new methods on the ChangesetSource.

This is currently stacked on #29352, but will be unstacked when that is merged.
