Implement batchChange.batchSpecs

This is part of EM3.1 and implements batchChange.batchSpecs to list the batch specs associated with a batch change, by joining them on name, namepace_user_id/namespace_org_id.

This filters out the batch specs that were created_from_raw but not created by the viewing user.
