make new commit/diff search path default

This makes the new commit/diff search path default. The new path has been stable this week, so I think we're safe to make it default for enterprise installs. I'll keep the feature flag until the next release just in case we need a quick toggle to the old behavior, but then will remove the flag and the old code path.
