Performance: Add Lighthouse base assertions

Adds warnings to CI output for Lighthouse scores.

This fixes https://github.com/sourcegraph/sourcegraph/issues/24872

This is a small step, eventually it'll be better to enforce these warnings as errors but there's further work required for this.
