tracer: temporarily stop all jaeger logs

We're flooding production Loki with these logs:

frontend t=2021-10-20T10:43:45+0000 lvl=eror msg="Reference contains invalid type of SpanReference: {}"

I'll debug in the local dev env to solve the root cause.
