This PR changes the Code Search nav item to a dropdown which includes a link to search contexts (and notebooks in the future). See Figma for designs: https://www.figma.com/file/tPNuOk67JHed0tDDs5JQDX/Repogroups-to-contexts-migration?node-id=2%3A178

PR also updates page headers for all search contexts pages with breadcrumbs for navigation.
