docs: add contributions links reference

As part of our effort to get more external contributors, this PR Improve our CONTRIBUTING.md file with all the steps needed to have a straightforward way to run a local environment and publish PR.

Also, these docs intend to guide how to be a contributor, which information is needed, and the practices used for publishing changes.
