codeintel: expose code intelligence config UI pages to users

Description

Currently the entire code intelligence UI (save for hovers) is protected in the graphql resolver layer and the UI and displayed to site-admins only.

This PR will allow users to see uploads/indexes for repositories they can see (and if they have contributor access, allow editing).
