Tweak nginx.conf TLS/HTTPS docs

@ryan-blunden and I stumbled on this part today because we didn't realize that the given snippet was not a valid nginx configuration file.

This PR makes that snippet a full and valid configuration file, and removes the extra docker run command that got out of sync with the main docs page since it's not necessary.
