Add settings for code insight display locations

Adds three boolean settings in addition to the feature flag:
insights.displayLocation.homepageinsights.displayLocation.insightsPageinsights.displayLocation.directory
All default to true (maintaining current behavior). The feature flag also always needs to be on.
