Finish overhaul of batch changes GraphQL API

This moves all deprecated resolvers in one place, and updates all outdated doc strings. Also, I commented the deprecated API out to test that we're not using it ourselves anywhere. Frontend, and resolver tests still work, I just had to update a few mentions of old mutation names.
