Adds the schema for https://github.com/sourcegraph/sourcegraph/issues/14990.

This should not break anything as I implemented stub resolvers for everything to make graphql-go happy to start up again, so if we get approval here I think we can go ahead and merge already, for smaller follow-up PRs.
