e2e: baremetal regression tests

The go code here is very much a WIP, but the vagrant portion is very much ready to be merged and I'd like to get this into main to start breaking this down and get others involved in what is and isn't working.

Once merged I can create a separate issue to do this correctly in GO, that isn't just written like a bash script.
