This adds a one-job structure based on the types added in https://github.com/sourcegraph/sourcegraph/pull/14356 into the lsif_index table.

This closes https://github.com/sourcegraph/sourcegraph/issues/13895 and enables https://github.com/sourcegraph/sourcegraph/issues/13896.
