Add Package and PackageReference types in bundles/types

Create types for xrepo data that will be used by the precise-code-intel worker. This promotes some test structs defined in the api server into types in the bundles/types package.

This partially implements https://github.com/sourcegraph/sourcegraph/issues/9965.
