onboarding confetti hidden by other layers in web UI

• observed on single docker, k8s and dev/start.sh

Steps to reproduce:

1. start instance, as admin allow signups
2. add some repos to have something to search
3. signup as new user
4. do search
5. do 'find references' in some source code

Expected behavior:

first search and first 'find references' should trigger confetti

Actual behavior:

confetti is not visible
