Number in clone status indicator does not match number of "not cloned" repositories

After @keegancsmith fixed https://github.com/sourcegraph/sourcegraph/issues/4890 by changing the existing GHE configuration to sync less repositories, the cloning status indicator shows that 12567 repositories are not cloned yet:

When looking at the "Not cloned" repositories on the site-admin repositories page though, there are no repositories reported as not cloned (warning: takes a second to load):
