Enable extension toggle doesn't display `Disabled` text for first time users

Steps to reproduce:

1. Go to the extensions page and open an extension that you have never activated before
2. Notice how next to the grey toggle button there is no Disabled text which makes the toggle button hard to see.

Expected behavior:

See a Disabled next to the inactive toggle button

Actual behavior:

Disabled is missing and the toggle button is easily overlooked, making it hard for the user to enable the extension.
