sg command to search through CI logs

Thought connected to https://sourcegraph.slack.com/archives/C02MWRMAFR8/p1655934047341739, having a sg ci failures search command (or any other name) that just sends you to Grafana with the field prepopulated may be a low hanging fruit that could increase visibility on how to get there.

I always find the slack bookmarks a bit low signal, as it's so easy to forget they exists.
