JetBrains: Change SourcegraphConfig to a Configurable

@madppiper 's suggestion was: “Plugin.xml: Change SourcegraphConfig to a Configurable! It’s not a service.” When we're creating the Settings UI, let's be mindful of this and get rid of the SourcegraphConfig service.
