VSCE: Work out best way to get added to a repositories / workspace recommended extensions

One way we might be able to gain adoption within an organization is to be added to the workspace's recommended extensions.

I'm not sure the best way about doing this? For example we could:

• Recommend this as part of the CE onboarding of our customers
• Add it as an example batch change
• Suggest it as an action post-installation
