spike: Code Insights testing

The purpose of this spike is to simply identify paths to be tested as well as any setup needed for those tests.

Tests will need to make sure to cover licensed and unlicensed modes as well as any dotcom vs on-prem specific tests.

Preliminary work has been started in the smoke testing document.
