Code insights y-labels not always fixed

We mostly fixed this with #23579 but sometimes it seems we can have more than 3 numbers + 1 character cc @unclejustin

Easy solution for now could just be to bump the padding more.

More concrete solution could be done someday and tracked here #23951 (closed) .

Tagged in scope for beta just because the easy fix is fast.
