Add extension APIs for listening to active text editor changes and selections

Support listening for changes to the active text editor in the sourcegraph.d.ts extension API. This is a prereq for #1552 (closed).

  • ability to listen for changes to active text editor
  • ability to listen for changes to TextEditor#selections
