Can't run latest insiders server

When spinning up a fresh insiders image (I was testing on dogfood), I saw this error when loading the site:
"Access to Sourcegraph is forbidden because no authentication provider is set in site configuration."
This is unexpected because built-in auth should be on by default.
There is a suspicious error:
