RFC 311: Add observability to migration runner

Part of RFC 311: Out of band migrations.

https://github.com/sourcegraph/sourcegraph/pull/18393 introduced a runner to perform active migrations. This runner should emit the following metrics:

• migration error rates
• migration processing latencies
• number of currently active migrators
