Update infrastructure deployment configuration to consume GSM secrets - remaining

Consume the secrets we just added to the secret manager. This issue is for updating any remaining secrets that aren't used for k8s or terraform. NOTE: Here be dragons 🐉 🐉 🐉 - There may be some special cases that we haven't considered here, given the scope of the infrastructure repository. This may also be a completely empty issue - I haven't investigated this in a while.
