debt: Reuse lsif-protocol

Some logic has been extracted into lsif-protocol for use in lsif tools (lsif-test, Go-based indexers). We should replace whatever functionality is left from the correlation Read procedure with calls to lsif-protocol (writing adapters where necessary).
