Make "Help" on Sourcegraph.com link to docs.sourcegraph.com

The "Help" link on Sourcegraph instances links to their builtin /help pages. This is so that users can always view the docs for their version of Sourcegraph. This creates confusion for Sourcegraph.com users because there are 2 places with the current docs:
To avoid confusion, we should standardize on the latter if users are coming from Sourcegraph.com. They both will be master or almost-master (docs.sourcegraph.com generally will be deployed a few minutes before sourcegraph.com after a commit, but that small delta is acceptable).
