Remove Ops RFCs

I am ready to admit defeat on this effort 😅 . Given low participation (even among ops team members) and a high burden of keeping up with changes in the generic RFC templates and processes, having a team-specific alternative to generic RFCs just isn't worth it.

I will add a note to the Ops RFCs folder that it is deprecated and to use the RFCs folder instead.
