First draft of code insights direction page new format

Deadline to merge: end of day Friday Sept 24th.

This is a first draft of the insights direction page. It is a lightweight thing to make changes after we merge at any time. This information was essentially compiled from existing pages, the q3 1 pager, the product document, and various other planning documents and productboards the team has.

The only "new" information on this page is the long-term vision stuff and the wording choice for the guiding principles.
