Improve SEO of DE&I page

I noticed that if you currently search our handbook for
this page does not show up at all in the search results, because these terms are not explicitly mentioned. This means that unless someone already knows it exists and continues to look for it, or happens to search for the verb form that is mentioned on the page, "diverse", chances are they won't find it.
The title of the page was also very long and would be cut off in the search results list:
This PR updates the title of the DE&I page to improve discoverability as well as present itself better in the search results list, keeping the existing title but demoting it to an h2.
