Tweak SVG to display emojis as expected

@cassiemelani I tweaked the SVG to render the emojis correctly and include the text as text. The result is also free of any binary content, so it can be committed directly into the handbook instead of uploaded to sourcegraph-static. This version is also marked up to be accessible by screen readers (which is why I'm changing it to be embedded as an object instead of an image).
