Update metrics collection for designers

In the Expose features PLG project, the search team developed a standardized method of metric definition within design files. This standardization includes a method of specifying metric names which are friendly to funnels, the inclusion of descriptions, and the introduction of figma helper cards to help designers adhere to the standard.
