Move "Testing web code" to sourcegraph/sourcegraph, link to dev docs

This is the counterpart of https://github.com/sourcegraph/sourcegraph/pull/18777 and moves the "Testing web code" to doc/dev.

It also adds a notice to the engineering index page on where these dev guides can be found (which makes it easier to find things in the handbook)
